Why Were Tax Estimates So Far Off?

State officials need to provide a better explanation of why Kansas’ tax collections were down in April than “it’s Obama’s fault.”  All total, Kansas’ tax collections in April were 45 percent lower than a year ago. Nearly all of that drop was due to state income tax cuts and a partial reduction in the statewide sales tax.  Tax collections through the end of this fiscal year on June 30 could be more than $200 million less than estimates, and that next fiscal year might be another $100 million short.
