Ominous storm clouds building on the horizon or a bright sunshine dawn of economic recovery? It has been two years since the massive income tax cuts of the 2012 legislature as part of the implementation of trickle-down economics. The tax cuts were sold as an experimental shot of adrenaline to the heart of the Kansas economy. The result was to be an in-migration of land-rush proportions by out-of-state businesses. However, the tax benefits seem to be pooling in higher elevations rather than trickling down. Throughout the rest of Kansas the influx has not materialized anywhere near the level predicted. We are told to be patient while revenues continue to fall below projections month after month, eventually threatening our state’s infrastructure.
